UC4: Smart gate and Wkb dossier ยท stage: lab prototype
The contract only matters when the materials pass the gate.
Dundir is designing the link between what was bought and what arrives at the gate: the ticket read on arrival, a three-way match of order, ticket and invoice, and a Wkb dossier that builds up with each delivery. Today only the first edge hardware runs on the bench, without camera or OCR yet; we are looking for a design partner to take it to a real gate.
The gate today
A contractor buys certified reinforcing steel and KOMO-certified facade elements, delivery at 07:00. Months later a truck arrives late, the certificate is not on the paper ticket, and the steel grade on the ticket differs from the order. Nobody at the gate can see that from the paper alone.
What the studies measured:
At the gate
• About 70% of trucks waited up to 50 minutes before unloading on a site without delivery booking (Aldeeb 2024).
• 95% of delivery tickets failed data quality criteria in an audit of 831,206 records (Qflow 2025).
• 4 to 6 weeks of handover delay on completed homes under the Wkb when the dossier is incomplete (Arcadis 2026, for the Ministry of the Interior).

The design: four functions of the Smart Gate
1. Reading the ticket at the gate
A phone or a fixed camera is meant to read the delivery ticket and the licence plate on arrival. Recognition is designed to run locally on edge hardware, so the gate keeps working without reliable site internet.
2. Three-way match
Order, delivery ticket and invoice are checked against each other, so a difference in quantity, size or specification shows before unloading starts.
3. Certificates with the delivery
The product declaration (EPD) and KOMO mark are checked against what was bought, and each delivery is logged with time, weight and who accepted it.
4. The Wkb dossier as you build
Photos, quality marks and tickets go into the dossier for the competent authority as deliveries arrive, instead of being collected at the end.
The rules around the gate
For a contractor, checking at the gate is about failure costs and crews waiting. For the building, it is also about the paperwork the law asks for.
Under the Wkb (Dutch Quality Assurance Act), a building may not be taken into use without a complete completion notice and dossier; the municipality can stop it (VNG 2024).
The EU Construction Products Regulation 2024/3110 introduces digital product passports and machine-readable declarations for construction products. And under Aanbestedingswet 2012, art. 2.130, a public buyer must give the reasons for an award, which is where the record of the procurement side starts.
The rules

Closing the loop
In the design, the four use cases feed each other:
Procurement package (UC3) structures the requirements → Bid comparison (UC1) computes the award → Smart gate (UC4) checks deliveries and builds the Wkb dossier → Supplier evaluation (UC2) records how each supplier delivered.
Each difference found at the gate is meant to feed the scores for the next tender, so what your people learn stays when they leave.
