For CO₂ and sustainability bodies

2026-07-23

Construction procurement is where sustainability commitments either get enforced or quietly abandoned.

Municipalities have MVO mandates. Construction companies have CSRD obligations. CPR 2024 is law.

But at the moment the buyer compares suppliers, the environmental data isn’t in the room. It’s a PDF on a website somewhere.

What we’re asking

  • We’re building an AI procurement assistant for construction teams, and want to integrate the Nationale Milieudatabase as a live data source for environmental performance scoring
  • Every time a buyer compares suppliers, CO₂ impact and environmental performance are scored alongside price and certification - a standard criterion, not an optional extra

How it works

  • Through an API or licensing arrangement with SBK, the NMD’s environmental performance data - EPDs, climate performance scores, material category benchmarks - feeds into the specification matching engine
  • When a buyer specifies structural concrete or an insulation panel, they see which suppliers meet the environmental performance threshold alongside price and certification
  • The comparison report includes environmental scoring with cited NMD data

Are you sure

  • CPR 2024 phases in mandatory environmental performance indicators, starting with carbon footprint declarations for precast concrete and steel from January 2026, broader indicators from 2030, full life-cycle reporting by 2032 (European Parliament and Council 2024)
  • Municipalities are legally required to include circularity and sustainability criteria in public procurement under the Aanbestedingswet (Rijksoverheid 2024)

CSRD requires large construction companies to document Scope 3 supply chain emissions as reporting scope expands (European Commission 2022). The compliance stack is being built in stages, starting now. The data source exists. The missing link is integration at the moment the decision is made.

Can you do it

  • The integration is our responsibility. What we’re asking for is a data licensing conversation
  • Potentially, a credibility endorsement - if our environmental scoring is powered by NMD data, that’s validation for both the tool and the database

The ask: it gets NMD data into the hands of the people making purchasing decisions - which is where it has to be to change behaviour.
